CAN B.A.M.S DOCTOR PRACTICE ALOPATHI IN GUJARAT??

In many states government allow the ayurvedic doctors to practice allopathy but what about gujarat?The gujarat state health department had issued a circular in May 2003

according to which, the Gujarat Medical Practitioners Act does not bar ayurvedic doctors from practising allopathy. Beacause there are very less of doctor per patients. So all the  doctors who have bams degree they can practice allopathy in gujarat. But the bhms,bums are not allowed to practice allopathy. Sometimes we listen that some doctor are arrested because he practice allopathy but they all are b.h.m.s and b.u.m.s doctors.
